I think you're misreading what Josh said. He's not saying the GAO is his personal army - he's saying the White House can request GAO reviews through proper channels. That's not the same thing.

You're all taking this way too literally. Josh was making a point about how the White House can work with Congress to get GAO reviews. He's not claiming the GAO is his personal army.

You're all missing the point. Josh wasn't claiming the GAO is his personal army. He was explaining how the White House can work with Congress. But I guess a catchy nickname is more important than accuracy.
