That's a good way to put it. "General Josh's Standing Army." He's acting like the GAO exists to serve him personally, not Congress.

I think you're misreading what Josh said. He's not saying the GAO is his personal army - he's saying the White House can request GAO reviews through proper channels. That's not the same thing.

But that's not what he said. He said "The White House can get a GAO review of anything it wants." That's not the same as requesting through proper channels. That's claiming the White House has direct control.

"General Josh's Standing Army" is perfect. He's treating the GAO like it's at his personal disposal. This is exactly the kind of attitude that undermines separation of powers.

You're all taking this way too literally. Josh was making a point about how the White House can work with Congress to get GAO reviews. He's not claiming the GAO is his personal army.

You're all missing the point. Josh wasn't claiming the GAO is his personal army. He was explaining how the White House can work with Congress. But I guess a catchy nickname is more important than accuracy.
